The FBI Ten Most Wanted Fugitives is the most wanted list maintained by the United States Federal Bureau of Investigation (FBI). This list comes from a conversation held in late 1949 between J. Edgar Hoover, Director of the FBI, and William Kinsey Hutchinson, International News Service (predecessor of the International Press Association) editor-in-chief, who was discussing ways to promote capture "the heaviest people" the FBI. The discussion turned into a published article, which received so much positive publicity that on March 14, 1950, the FBI officially announced the list to improve law enforcement capabilities to capture a dangerous fugitive.

Individuals are generally only removed from the list if fugitives are arrested, dead, or if charges against them are dropped; they were subsequently replaced by new entries selected by the FBI. In nine cases, the FBI removed people from the list after deciding that they were no longer a "very dangerous threat to society". Machetero Vándor member Manuel Gerena, added to the list in 1984, is on the list for 32 years, which is longer than anyone else. Billie Austin Bryant spent the shortest time on the list, registered for two hours in 1969. The oldest person who was added to the list was William Bradford Bishop on April 10, 2014 at the age of 77. On rare occasions, the FBI will add "Number Eleven" if the individual is very dangerous but the Bureau does not feel any of the current ten should be removed. Although there are occasional references in the media, the FBI does not not rate their lists; no suspects are considered "Number 1 on the FBI's Most Wanted People List" or "Most Wanted."

The list is usually installed in public places such as the post office. In many cases, the fugitives on the list have turned themselves into being aware of their list. On December 4, 2014, 504 fugitives were registered, eight of them women, and 473 (94%) were arrested or found, 155 (31%) of them were due to public assistance. On May 19, 1996, Leslie Isben Rogge became the first person on the FBI list of Ten Most Wanted Fugitives caught on the Internet. The FBI maintains a list of other individuals, including Most Wanted Terrorists, along with crime alerts, missing persons, and other fugitives lists.

On June 17, 2013, the list reached the cumulative total of 500 wanted fugitives.

New additions

The Criminal Investigation Division (CID) at the FBI Headquarters called all 56 Field Offices to submit candidates for the FBI's "Ten Most Wanted Fugitives" list. The nominees received are reviewed by the Special Agent at the CID and the Office of Public Affairs. The "proposed" candidate selection is forwarded to the CID Assistant Director for approval and then to the FBI Director for final approval. This process takes some time as to why James Joseph "Whitey" Bulger, Jr., who was arrested in Santa Monica, California on June 22, 2011, remains on the list until May 9, 2012 even though it is no longer in general. Osama bin Laden also remained on the list for nearly a year after his death at the hands of US forces on May 2, 2011. List

Prizes are offered for information leading to the capture of fugitives in the list; the prize is at least $ 100,000 for all fugitives, the current exceptions include Jason Derek Brown, the $ 200,000, and Rafael Caro Quintero's $ 20,000,000.

Seven out of ten surviving people are believed to be or are known to live outside the United States.
